Every UAE export shipment requires a core set of documents. Get them right and your cargo clears smoothly. Get them wrong and your shipment sits — costing you storage fees, missed delivery windows, and unhappy customers.
Here is exactly what you need, broken down by document type.
The 5 documents every export needs
1. Commercial Invoice
Issued by the seller to the buyer. Must show: full exporter and importer details, description of goods, HS code, unit price, total value, currency, and Incoterms. This is the document customs uses to assess duty at the destination.
2. Packing List
Itemises every carton, pallet or piece — dimensions, weight (gross and net), and contents. Must match the commercial invoice exactly. Discrepancies between the two are the most common cause of customs holds.
3. Certificate of Origin
Confirms the goods were manufactured or substantially transformed in the UAE. Issued by the Dubai Chamber of Commerce or Abu Dhabi Chamber. Required for preferential duty treatment under UAE free trade agreements and for most Gulf exports.
4. Bill of Lading (sea) or Air Waybill (air)
The transport contract between the shipper and the carrier. For sea freight this is issued by the shipping line; for air freight it is the AWB. The consignee needs the original bill of lading (or a telex release) to collect the cargo at destination.
5. UAE Customs Export Declaration (MIRSAL)
Filed through the Dubai Trade portal (MIRSAL 2) before the cargo reaches the port or airport. Your freight forwarder typically files this on your behalf. Without it, the cargo will not be permitted to load.
Conditional documents — required for some shipments
Health Certificate
Required for food, agricultural products, and any goods entering a country with specific biosecurity rules. Issued by the UAE Ministry of Climate Change and Environment (MOCCAE).
Dangerous Goods Declaration (DGD)
Mandatory for any shipment classified under IATA (air) or IMDG (sea) dangerous goods regulations. Must be completed by a certified DG shipper. Batteries, chemicals, aerosols, and many industrial goods fall under this category.
Letter of Credit (L/C)
If the buyer is paying via documentary letter of credit, all documents must match the L/C terms exactly — including spelling, descriptions, and dates. Even minor discrepancies can delay payment.
End-User Certificate
Required for controlled goods — certain electronics, defence equipment, and dual-use items. Confirms the final destination and intended use. Export controlled items also require a permit from the UAE Strategic Goods Control (CBUAE/ESMA).

The most common mistakes
HS code errors. Using the wrong Harmonised System code leads to incorrect duty assessment at destination and can trigger a hold. Always verify the HS code against the destination country's tariff schedule, not just the UAE one.
Invoice and packing list mismatches. If the weight on the packing list differs from the commercial invoice — even by a few kilograms — customs may flag the shipment for examination.
Certificate of Origin issued too late. The certificate must typically be issued before or at the time of export. Back-dating is not accepted.
Missing the MIRSAL filing deadline. Dubai Cargo Village and Jebel Ali both have cut-off times for export declarations. Your forwarder should advise you on these — but the filing is your legal responsibility as the exporter.
